Maybe I'm repeating someone, but what seemed to fix the issue for me is an update of FF (I think it was 55 to 56).

UPDATE WITH A FIXThanks and sorry for the inconvenience, we're trying to figure out what exactly is happening and how to make sure it doesn't happen again.
- Firefox menu > Help (?) > Restart with Add-ons disabled
- Click the [Continue in Safe Mode] button
- Restart the browser again normally: NoScript UI should be back now
Please report here the list of your add-ons as shown in about:supportno need for this anymore, we've got enough data, thank you all!
Furthermore, if you feel extra adventurous and helpful, please install 5.1.3rc1 from https://noscript.net/getit#devel, to provide us with some indication on what to expect on next update.

Please check whether latest development build 5.1.3rc1 helps.
