From where?

If you've exported *all* of your NoScript settings from another browser or machine, using the Export button *at the bottom* of NoScript GUI, use that Import button.

If you've exported from the Whitelist tab, use that Import button.

If you wish to import from some other source or document that you created, it can be done, though not so directly.
Export Whitelist only, as above.
If your new list is in list form (one entry per line):

Open the existing Whitelist export with Wordpad (to make the entries one per line, versus Notepad.)
Underneath the Whitelist entries, you'll see
[UNTRUSTED]
followed by your current blacklist.
Add the new ones, one line at a time.
Save > Close.
Import back into NS using the Whitelist Import tab.

If your new list is in string form (one long line, perhaps with scroll bars):
Copy/paste that string after the last Untrusted entry in existing (Notepad-opened) Whitelist, observing the one-space rule.
Save > Import.

The other way would be to open about:config, type noscript.untrusted in the Filter bar, double-click on that entry, and in the pop-up box, type the new entries manually, being sure to leave exactly one white space in between each entry. You can scroll the cursor as you go.

Or copy/paste from the list *that is produced as one long line". Notepad with line-wrap disabled -- Format > uncheck "Word wrap", to avoid the "return" characters or the chance of a mistake in the one-blank-space rule -- and add it to the end, one blank space as always.

OK > Done.
