How to set WAN IP manually?
Is there a way to set the WAN IP manually offline and persistent every session at browser startup?

Please see if this article and the NoScript Privacy Policy provide any helpful info on this issue.
IIUC, you're using a static IP, and want that entered as engaging ABE's protected LOCAL resource more or less permanently.
The about:config entry,
noscript.ABE.wanIpAsLocal
is Boolean only; no place for a string entry.
Corrected post: If the WAN detect site can detect only the IP of the exit node, then yes, it seems that you are forfeiting this feature of ABE.

Set your noscript.ABE.localExtras about:config preference to a pattern matching your additional resources to be treated as local (e.g. just your wan IP).

127.0.0.1 is already in the LOCAL zone, as they are all the IPv4 and IPv6 networks marked as "private" by the relevant RFCs.
"WAN IP" is special because, even though it's not a local/private address by definition, it may need to be treated as such because of careless design or implementation choices made by some router manufacturers.

Could you please consider adding this to the NoScript FAQ and/or ABE Rules .pdf? I scanned both before replying to OP and contacting you, and couldn't find the relevant setting in either.
