permanent icon media

To move the icon Media, it would be although it is gray instead of hiding or not visible.
It's annoying to have to go to a page with a video in order to move it.

Might not be particularly convenient, but how often do you move it?
In testing, I just jump to a Youtube page & Customize, then drag it around.
Would be easier if there were a way to force it to appear, but ...

Because at first I tried the icon, and then appear on its own by going to a page like youtube.
The best would be to display the icon inactivated when no media, such as RSS icon.
