Hi,

I think the reason for this error:
The server at http://www.paypal-business.com.au is taking too long to respond.

(with https, it works without)

is there is no https support on that domain but a HSTS header may have been sent a long time ago.

Where may I find the list of sites with HSTS in NoScript?

Actually Firefox supports it now, maybe I should find out where they store that data?

NoScript's is the NoScriptSTS.db file in your profile directory.
Firefox's I don't know (I suspect it's in the permissions DB) but IIRC there's an extension by Sid Stamm which lets you manipulate it.
