Wouldn't it be easier for both development and the users if both simply displayed the same menu, so it's in a same order with the same options.

Which is why I try always to be consistent in opening *only* the top menu or the bottom one, whichever you prefer.Consistency makes it easy to do what you want while on the other hand having things flip flop around can be disorienting.
See above about the order, but I agree that it's odd that the Notification options are in one and not the other. IMHO, that's a more-or-less permanent config choice in the GUI, and not one that needs to clutter the menu.Some options are missing when opened from the toolbar. ...
