I have checked allow scripts globally for this site www dot cyberchat dot org/cyberchat which loads Java applet, but no script display a blank white page after loading the applet. i even unchecked forbid java but still it wont display the site properly. but when i disable the noscript addon in my firefox it displays the site properly.

It worked fine for me, and I did not have to allow scripting globally. Only temporarily allow cyberchat dot org. Then a NoScript logo (block-logo) shows in the chat box. Clicking that produces confirmation dialog box: "Temporarily allow (java applet at that site)"? -- or you can open NoScript Menu > Blocked Objects, and allow or temporarily allow the Java applet there.
Incidentally, I "sanitized" your URL I'm sure your intentions are sincere, but some people have been known to post invalid issues as a way to get a spam-link into the message. No offense intended - I'm sure this is not you.
Can you provide screenshots? Unless another Moderator or known user here can reproduce this, I don't see an issue.
EDIT: It appears that your IP is from Yemen. Is it possible that the Yemeni Government is blocking this site because it is adult-oriented?
There are a lot of IPs showing for this same username. Possibly proxy-related issues, too.
