Why does NoScript list scripts that are blocked by TPLs?

I have a Tracking Protection List (TPL) installed. My understanding is that it filters content and prevents any excluded content from being downloaded. Since the content never hits my system, why does NoScript still list this content?
Here's an example:
I have NoScript set to display Notifications to Temporarily Allow [...]
I travel to a website and see that NoScript is showing a script by trackingcompany123.com as content that is blocked, with the implication that clicking "Temporarily Allow" will unblock this script. But if I bring up a listing of the scripts blocked by the TPL, every script from trackingcompany123.com is shown as having been blocked from being downloaded. So if I select "Temporarily Allow" in NoScript, does NoScript "override" the TPL blocking and refresh the page allowing the content?
I'm curious about this because my assumption would be that if a TPL is blocking content so that that content never lands on my machine, then that content would not be listed as scripts showing up on the page (i.e., in the NoScript list of scripts that are being blocked presumably by NoScript). I assumed NoScript would only list scripts it itself is blocking.
