I believe what you might be asking is how it populates the list with the domain names, where and how does it parse and determine them. They are gathered by parsing the document using the URL, any embedded links or other domain references serving any content that is considered potentially malicious. Hope that answers your question. This is why when you allow a part of it, sometimes you get more domain names, when you didn't have them before, those are usually the embedded stuff that gets parsed AFTER the page is allowed to load and link to them so we know they are there.
