how to read noscript icons

This will probably be a stupid question.
I don't understand the symbols that appear next to the leap-down list-of-scripts that appears when the mouse is hovered over the Noscript icon in the Mozilla toolbar.
The Noscript webpage states that: "Forbidden Icon - this means that scripts and plugin contents are blocked for the current site and its subframes."
That statement appears to be wrong/backwards!
Actually the scripts with the "Forbidden Icon" next to them are the allowed scripts, and the scripts with the "Blue S" are the blocked scripts.
I test this by:
1)pushing the "Temporarily allow all this page" control - after doing this all of the scripts will have a "Forbidden Icon" next to them.
2)Using a website that employs a script - if the script (in the leapdown list-of-scripts that appears when the mouse is hovered over the Noscript icon in the Mozilla toolbar) has a "Forbidden Icon" next to it the script will run - if the script (in the leapdown list-of-scripts that appears when the mouse is hovered over the Noscript icon in the Mozilla toolbar) has a "Blue S" next to it the script will NOT run.
This is question #1: When the mouse is hovered over the Noscript icon in Mozilla toolbar, and a leap-down list of scripts appears, are the scripts with a "Forbidden Icon" next to them actually the allowed scripts?
This is question #2: Is there some other place/way to make a list of scripts appear - in which the icons actually indicate the current state of affairs?

Thanks, but the link you provided is the page I quoted from in the third sentence of my original post. I've already read all that and much more.
Here again is the quote: "Forbidden Icon - this means that scripts and plugin contents are blocked for the current site and its subframes."
And here is a screenshot showing "Forbidden Icons" next to the non-forbidden scripts, and OK Blue S Icons next to forbidden scripts: in direct contradiction to what the Noscript directions state.
I guess I shouldn't worry about it - the directions are misleading, but the product is great and I'm grateful for it.

The icons in the menu represent the action to be performed, forbid/allow/temp allow...
http://noscript.net/features#basics describes the main tool/status bar icon which summarizes the current state of the page.

The NS icon is in your screenshot, on the toolbar, you opened the NS menu by hovering or clicking on it.

I understand that and that's why I had you look at it again because if you actually are able to follow the instructions, it makes sense, but if you are not familiar with the statements, then yeah it could be a bit confusing. There are many states in which NoScript can exist on any given site and that is designated by varying icons to help visualize it for you but using the menu, you can control ALL aspects of it without really caring about the icons.
Sometimes you have some untrusted/some trusted, so you get a half gray icon. Makes sense right. So when everything is trusted, you get a blue on white icon. Makes sense right. When everything is untrusted on a site (the usual default unless you have changed it) you get the same blue on white with a huge red slash/circle on it. Make sense right. Those are the most important ones you need to understand and as time goes on you will see new icons and you will realize by looking at the menu why its showing what its showing and if not, then just ask. But know that each icon represents a fairly unique state of existence, be it scripts, trusted/untrusted, plugins, frames, etc, and you will be able to figure out what makes it that way by seeing the particular state of the site you happen to be on as you go.

I think I have the same problem in not being able to get a blue "safe" NoScript icon no matter what I allow.

where you've directed folks to learn about the icons, I find NoScript gives me an error even there!
Please help me understand what NoScript is saying about that page:

I allowed everything - including Temporarily allow all, and the status bar remains red, as you can see.
This always-red icon seems to be new to me. I can't remember having it stuck on red before the last few upgrades.
Can you please direct me to some info?

PS:
Oops. No "publicly accessible server" available, so can't post the screen clip. However, I think that trying to do so shows the same problem since the link Img on the reply page isn't active for me. That also indicates something is blocked by NoScript, even though I've allowed everything... So this is the same question in a PS. <g>

You (accidentally?) changed your NoScript Options|Advanced|Forbid active web content unless it comes from a secure (HTTPS) connection setting to "Always".
Just reset it to its original value, i.e. "Never".
