How to block scripts on noscript.net?

I'm trying to block scripts on the noscript.net domain, and having troubles. Is this domain silently whitelisted by the plugin?

Remove noscript.net from your whitelist.
Note that an ad or anything else need not necessarily rely on JavaScript.

The doman isn't explicitly on my whitelist. Which is why I was asking if the plugin
silently whitelists the site.

No, it doesn't.
What does make you believe any script is actually running there?
