I couldn't see this on a search. I found this that also showed me where the no-script icon is in the firefox Beta page:

Just reporting a possible bug in firefox 4.0 for information/attention, site bbcimg.co.uk
When I allowed bbcimg.co.uk, the entire no-script bar at the bottom of the screen disappears. The only way to restore it was to refresh the browser. It's a repeatable bug, happened six times in a row.
OS = Linux, Ubuntu 10.10 (maverick); kernel 2.6.35-25-generic-pae ; Gnome 2.32.0
Also couldn't find the add-on crash reporter in firefox 4.0, even though I know it's in there somewhere.

By "noscript bar" you mean the yellow notification?
If so, that's by design: it goes away as soon as every permission for the site is granted.
Please notice that if you don't have the addon-bar visible, on Firefox 4 NoScript's icon is automatically added to the navigation bar, on the left of the address box.
At any rate, could you show me a screenshot?

Note that it's here now:

However, if I allow bbcimg.co.uk, then the bar disappears immediately.

I note that the no-script button is now next to the address bar/window, as you said. The bar disappearing confused me when I clicked on it the first few times.
