For some reason, when I "Forbid scripts globally" it is not permanent across sessions. What I'm saying is that each session start will Allow Scripts Globally.

What am I missing?

Probably another extension (Policy Manager?) is messing with your NoScript configuration.
You may want to try Standard Diagnostic.
