Just like you, I'm using Fx 3.6.13 on Windows XP with all of Tuesday's patches applied -- even the Silverlight one. I'm not having any problem with the Add-ons manager.
It still sounds like it may be a conflict with another extension. Are you using any of these: HP Smart Web Printing, Skype, .NET Framework Assistant, or McAfee Site Advisor? If so, then uninstall or disable them.
If you problem persists, it still may be an extension conflict. To find the conflicting extension, do the following:

Create a new profile.

Install the latest development version of NoScript.
- If a problem is evident in this simple configuration, then it's not an extension conflict. Report your test result back here.
- Add any other extensions you are using. Add one extension at a time.
- After each extension is added, see if any problems have been introduced by its addition.
- If you've found a problem, then you've also found the conflicting extension. Report your test results back here.
- If you've gone through the preceding procedure without experiencing a problem, then any problem appears to be solved.
- If you want to continue using this profile that doesn't have a problem, you can
transfer your data and settings from your old profile to the new one.
Also when I try to open a page that requires a plug-in, I get the plug-in required message but it cannot find plug-in to install. After re-installing FF and disabling NS the page opens just fine.
What page? What plugin does the page say it needs?
