How hard would it be to make a BHO that puts a button into the Command Bar to let the user put a site and any third-party domains into Trusted Sites, Restricted Sites, or back into the Internet zone?

No experience of IE addons, but just pointing out that to be anything at all like NoScript, the default zone would be Restricted.

Good idea for IE users, but it wouldn't do everything NoScript does.
