In the UI? In applying permissions? (the former is handled by NoScript, the latter by Gecko)

Oh, you are right, it's on Firefox' side.
about:HOME and about:home lead to the same site, but Firefox is case sensitive when it comes to permissions of such sites and since about:HOME is not whitelisted by NoScript per default it looks different to about:home.
