ABE improperly invoking LOCAL rule again

A while back this was an issue with Facebook and still happens here and there but now it has started doing it fairly regularly on another site, here is the error console error for it:
There is absolutely no reason in the world it should be invoking a local because this has been accessed by me for over 2 years now and it has ZERO local elements and has NEVER done this before until now and nothing has changed in the code, or how I access the system, same DNS servers and ISP that I always use and not sure why its doing this again.
There are other sites but I am certain whatever is causing this and the facebook one is the same thing that is causing the rest of them, so if we figure it out then we can find out what truly gives.

There are other sites but I am certain whatever is causing this and the facebook one is the same thing that is causing the rest of them, so if we figure it out then we can find out what truly gives.
