3 level whitelist

I tried to find a white list to import that would contain all the basic sites that are obviously not going to be viruses unless in the rare case they get hacked. When I found none I decided to come here and ask for one but then I had a better idea:

How about having 3 levels of white lists that would look like the food triangle. The top one would have the least amount of entries in the white list. Then there would be the middle one that would have some more but only the big ones like live.com, facebook.com, google.com, ect.

Then the last one would be based on the collective trust of everybody who has NoScript had trusted the site. So if x% trust a site it goes on this list.

I think that this would not work.. especially the collective level. Because the peoples out there have different reasons to allow or block sites/scripts.. some allow just the minimum of scripts to get a site working.. some of them using the rules to prevent viruses or anything like this.. some of them using rules for sites/scripts they hate or love (for example: I hate google and facebook.. so I permanent block particularly these scripts.. no matter if some other sites will work or not.. and if one of the other sites will not work.. it's not worth my visit).
