NS Status/Tool bar icon toggling allow top level..

Hi, this may be a dumb question but I noticed that using left-click on the NS Button to toggle "Allow top level domain.." doesn't work if the button is on the Status bar but does if it's on a Tool bar (actually left or right click works on the toolbar). On the status bar icon it brings up the Sub-menu. Is this by design? - I'd really like the toggle function to work from the status bar since that's where I go to naturally to do all things Noscripty.
