Allow JS, block plugins on untrusted sites

I'm looking for a way to block plugins (especially Flash and Java) on untrusted sites while having JavaScript globally enabled. If I choose "Scripts Globally Allowed", Flash and Java are allowed as well. If I choose "Temporarily allow top-level sites by default", Flash and Java are allowed if they originate on the website I'm visiting. For JavaScript this would be exactly what I want, but Flash and Java should be block unless I white-list the domain.

Is there any way to do something like that? It doesn't have to be with NoScript. It's just the only extension I found that is capable of blocking Flash and Java.

Options | Embeddings -> Apply these restrictions to whilelisted sites too.

You will then get a placemarker that you would have to click to allow Flash...
