Changing script rules causes all tabs to reload

When using the Firefox toolbar icon to temporarily or permanently changing the script rules for the current page, when a script is allowed, all open tabs refresh. This was particularly frustrating when I was waiting with a help desk web chat open in one tab, I was queue #2. I was browsing other pages, hit a page that required NoScript action, when I allowed a script, all the open tabs refreshed. The web chat page error'd out, luckily a back refresh caused the chat to reload, and then I was #4! Using the toolbar on a page should not cause other pages to run into errors. When I'm making changes to the current page, I have never made a change that was also active in other tabs. I'm sure this is possible, never run into it, I doubt it's common because if the script was active in another tab, most likely I either already allowed it or left it blocked by default for a reason. Nonetheless, I don't see how refreshing other tabs is the decision of NoScript, something different is needed here. I have found myself regretting making script rule changes when other tabs are open for similar reasons.
