spurious ABE:LOCAL block on shift reload of LOCAL page

due to the previous non LOCAL page misconstrued as the origin

fx 3.6.8, ns 2.0.2rc6, new profile, defaults

1. navigate to "about:config" or any internet page, via the address bar or bookmark
2. navigate to any LOCAL page, via the address bar or bookmark
3. shift-reload the local page (more than once is sometimes needed)
4. it is ABE:LOCAL blocked

5. I mentioned this before, since the abe alert is presented to the user, it could stand to be more self descriptive: "<<<" should be "from" and what is the meaning of the third url and the number?
