I'm using Fx 3.6.8 with NoScript 2.0.1rc1. I am not using the Google Toolbar.
I was able to duplicate the problem in my profile that has 62 extensions, including NoScript. The problem persisted after I deleted all the cookies from google.com and its subdomains. The problem disappeared after I deleted all the google cookies a second time.
I'm unable to duplicate the problem in a test profile that has no extensions.

Ideas:
1) You may have an extension conflict. To find the conflicting extension, do the following:

Create a new profile.

Install the latest development version of NoScript.
- If a problem is evident in this simple configuration, then it's not an extension conflict. Report it to
NoScript Support.
- Add any other extensions you are using. Add one extension at a time.
- After each extension is added, see if any problems have been introduced by its addition.
- If you've found a problem, then you've also found the conflicting extension. Report your test results to
NoScript Support.
- If you've gone through the preceding procedure without experiencing a problem, then any problem appears to be solved.
- If you want to continue using this profile that doesn't have a problem, you can
transfer your data and settings from your old profile to the new one.
2) General Troubleshooting
Update NoScript to the most recent development build at
http://noscript.net/getit#devel, then try these steps, in order, until NoScript is working right again.
- If you have any Firefox extensions called HP Smart Web Printing, Skype, .NET Framework Assistant, or McAfee Site Advisor, then uninstall or disable them. They're buggy and known to cause problems with the status bar icon.
- The NoScript settings became messed up somehow. Reset the NoScript Options by pressing Reset at the bottom of the Options dialog. Export your whitelist before doing that if you've added any trusted or untrusted sites you'd like to restore after NoScript is working again.
- The extensions database is corrupted. Exit Firefox, delete the files mentioned here in this linked article, restart Firefox. Uncorrupted versions of the files will be automatically regenerated.
Corrupt_extension_files
- There might be an extension conflict. Use the Add-ons manager to temporarily disable any other Firefox extensions you have installed, except for NoScript.
- Perform a
Standard Diagnostic. If NoScript isn't working by the time you get to the "Create a new profile" step, a new profile with no other extensions besides NoScript should work right.
