Oh well, it's a bit comparing apples and oranges, but if you mean while browsing the web, answer is yes.
Obviously the attack can't be pulled until some code gets to be execute.
For the code to be executed for the web, either you manually and voluntarily downloaded and launched it (here NoScript can't help you) or it exploited some browser vulnerability to run silently: in the latter case, NoScript will almost certainly prevent the attack from succeed.
