fx35 profile *always* starts with allow all scripts global

It's getting very old I cannot handle having to set disallow all scripts no only when firefox starts but whenever I spawn a new window- and sometimes new tabs in a window where I have already set disallow all. This is unacceptable.
UNticking the allow all (unadvised) checkbox in the first page of noscript options was back to the undesirble state after exiting and starting the fx profile
Briefly I had resolved the problem by not storing backups in a bookmark and subsequently deleting the bookrmark. I uninstalled noscript and using about:config reset every pref to default excelt this list of whitelisting- and untrusted domains.
now I cannot whitelist the given tab, it's greyed out in brackets and whitelisting 'current tab' only lasts for a single JS based event on page like chnaging drop down selection or mashing a button.
I have no desire whatsoever to incrementally build up a freash fx profile migrating bits at a time to sort out the problem
now at wits end i have uninstalled noscript completely because it had be so interfering with my functional use
there is no user.js overriding defaults
I have used noscfipt options to export all my settings hoping that wiping all trace of noscript from prefs.js after unintaalll could have sections reimported to a 'new install of nocript'... but I'm spitting vexation at this point and tired of tinkinger.
