Selectively blocking or allowing sites?

Sorry if this is answered elsewhere but when I searched I could not find it:
Is it possible with NoScript to block scripts from running on say http://www.google.com/ but allow them to run on https://www.google.com/voice#inbox ? I know about "Temporarily allow google.com" but I'm wondering if there is a way save this disallowance/allowance in the NoScript settings? Thanks
