Would it be possible to block the "Scripts partially allowed" message, or change the message, when the scripts that aren't allowed have been explicitly blocked by the user?
If they're blocked by a default action, it's useful to know there are scripts that perhaps should be permitted. But if I've blocked google-analytics (for example) I don't care if that's the only script that can't run, and I don't want to be told that I only have partial scripts. Because then I have to go and look to see what's not allowed...
Would it be possible to suppress the message if it's only user blocked scripts that can't run, or have a different message so that I don't have to go and look?

If you mark them as untrusted (from the Untrusted submenu) you won't get any message.
