[RESOLVED] no partial icon w/ scriptless framesets

and from different domains
Fx 3.5.5 NS 1.9.9.19

no url, but easy to repro on local pages.

Create a frameset page with no script on domain A (or file system) and a single frame on domain B also with no script. Load the frameset and temp allow either the frameset or the frame domain. The NS icon doesn't go partial.
