Is this the end of support for NoScript and FlashGot on pre-1.9 Gecko?

You would think not, at least not in the near future.
There will still be a lot of SeaMonkey 1 users until they update to SeaMonkey 2.
There are still a lot of FF2 users, in particular on Linux platforms.

Unless Giorgio were to halt (or slow down) development on the current branch, & continue development on a new >1.9 only branch. (Like what AdblockPlus did.)

Before dropping 1.8 support completely, it would make sense to branch it, feature freeze it, but accept bug reports and issue fixes for a while.

I doubt that unless there is nearly total adoption of the new framework, that Giorgio would drop legacy support. It would only occur if the use of older deprecated function begins to interfere with new paradigm too much, then more than likely the new method will be adopted and use of newer core will be made to preserve application functionality, quality and efficiency.
