Settings reset after every single FF restart.

I don't know what's happened but a few weeks ago, I have to readd every site I want to be whitelisted every single time I restart Firefox. It doesn't matter HOW I restart the browser, the new sites are never saved.

After some testing, I finally realized what's going on. It seems that the default behavior of permanently adding a site to the whitelist through clicking on the icon was changed at some point and instead, it now adds the sites to the whitelist temporarily. Is this intended and if so, is there any way I can change the behavior back to how it used to be?

That should not be.
Work through here & see if anything comes of it,
General troubleshooting: missing icons/menus, etc.

I think sandwiches means the NoScript toolbar button. Clicking the status bar icon only brings up a menu, whereas clicking the NoScript toolbar button toggles Allowing the current top-level site.

It's intended. Use about:config to toggle
noscript.toggle.temp to false.
From
http://noscript.net/features:
Main NoScript toolbar button
By clicking it you will toggle the forbidden/allowed state of the top-most site in the current page, i.e. the one displayed in your address bar.
[...]
1. CTRL + SHIFT + \ (backslash) toggles allowance status for the current top-level site - temporarily by default, to make it permanent set the about:config noscript.toggle.temp preference to false.
