[fixed]12.9.903 — TRUSTED policy is not immediately applied

Fx 115.21.1esr, r3dfox 128.9.0esr

STR
1. Start the browser
2. Open any site for which scripts are allowed.
3. Actually the top level site is not allowed ( if the site provides "noscript", it appears "You must allow scripts..." or something similar).
4. Reloading the page usually solves the problem.

There are a lot of messages in the console, I can't figure out which ones are related to NS.

UPD: The icon on the panel shows that scripts are not allowed.
(clean profile, default settings)
This seems to happen when the site is opened from Bookmarks

Confirmed (assuming I'm understanding...).

Noscript | Options -> Temporarily set top-level sites to TRUSTED
set, yahoo.com to Default (so JavaScript blocked)

Quit.

Open FF
Load https://www.yahoo.com

Result: yahoo.com does not load correctly - as if JavaScript is blocked.
Icon shows Custom, & that JavaScript should be in effect, but the page displays as if it is not.

FF 115.23.0 ESR, NoScript 12.9.902, Win7

12.9.904 works as expected.
