Contextual Policies - vanish ....

I do frequently allow google maps (and other pages from data collectors ) only through the NS feature called "Contextual Policies".
I cannot say when it started, but a while ago it started that such a policy first works, but later simply gets replaced by the same rule for "any site" without warning and without my doing. Is this a bug, or am I overlooking something ?
Any hint appreciated.
