When opening local files with firefox cmd they are shown in a new window and their scripts are no longer blocked. They were blocked in the past, though.
When opening firefox or a new window manually files are blocked, so it does work in general.

I can confirm it's neither of those. This is a different issue.
- Make a file that does something using scripts.
- Open Firefox. Then open the file using cmd 'firefox.exe myfile.html'.
- You might have to reload the page but the script should run even though NoScript is configured to block it.
