New to NS. Can someone please explain the ! icon symbol, thanks.

I am new to NS, and I would like to allow a website to use scripting.
Effectively, I would like to add a website to a "whitelist".
I had a look at the user interface, and saw an exclamation symbol, like this: !
If I click on it, I then see this -- please see the google photos photo link, thanks:

What does this mean please?
Does this mean that I have allowed the website to use scripts? (Which is what I want.)
I'm sorry, I'm new to NS, and I don't fully understand what the ! icon means, because it now has changed (see photo) to a circle with a line through it. Does that mean it is showing the current NS "status", or does that mean that in order to get that functionality, I need to press the button. (That's the bit that I am getting a bit confused about.)

Your screenshot looks like you clicked the "Disable restrictions for this tab" button. It completely turns off NoScript's script permissions for everything loaded in that tab - so all sites, including those you've set as Untrusted, would be allowed to run scripts.

If you click that you'll turn script permissions back on for the tab.

In either state, mouse over that icon should show a tooltip saying what it will do if you click it.

Thanks very much. I now realise that what I was describing was associated with a "gerenal" browsing tab, and not a specific website.
Is the best way to ask NS to avoid using script blocking for a certain website, to go to the NS Options page, and then go to the Per Site Permissions tab, and then type in a URL there?
(I see that in that list, there are two icons shown, one representing a closed padlock, and one representing an open padlock. what do they mean please? Thanks a lot.)

You mean like what NoScript Classic called "Cascade top document's permissions to 3rd party scripts"? NoScript Webext doesn't have a way to do this.

Green closed padlock = permission applies only when the site is loaded over HTTPS

Red open padlock = permission applies regardless of protocol
