It is too easy to screw up settings
I don't know how I did it
& I don't know how to get out of it
Only thing I can think to do
is to do a reset (of NoScript settings)
?

Profile, I believe should be basically clean.
(Oh, & see, there is a benefit to the context menu option. Allows you to both display the site list & the NoScript version - simultaneously.)
Oh, & weather.gov is allowed, AFAICT, in difference to what the site list shows.
And I'll also point out, that 10 has always confused me, & when I see something like this, my confusion gets confused to the point where I'm confused about whether I'm confused or not? (One day I realize, yes, I am confused.)
And this particular situation is different again from my other "icon" issues, in that in this case, the site is allowed, but I see no way to not allow it? And that makes me then look at the Global Allow icon - which has always confused me & I have to think & think & think, do I have Global Allow enabled or not? And then I think, dumb ass, I better not have Global Allow enabled. So I look again to see if I do, & I'm confused again, once more, still.
So...
Global Allow is not enabled, I think
All other extensions are disabled, I think
Profile should basically be OK, I think
Yet script does seem to be allow?
OK, whatever I have done, & I have no clue what, scripts are allowed.
Next on the agenda, NoScript reset...
