This button wont work unless ABE is disabled.
The button is tied to googletagservices.
I whitelisted searchtempest.com, google.com and googletagservices.com and tried to make a rule "noscript.ABE.rulesets.SEARCHTEMPEST;Site *.searchtempest.comAccept from .searchtempest.com .googletagservices.com .google.com" but the button still wont work unless I disable ABE.
Looks to work for me without any modification to ABE. And I don't have to allow googletagservices.
If you have custom ABE rule that maybe interfering, please open the Browser Console (Ctrl-Shift-J) and post the console message(s) from ABE when this issue occurs.

If I disable SYSTEM and USER that still wont work I must uncheck "enable abe"

Based on the information we have atm, this doesn't look like a ABE rules problem. Last I checked, that "Enable ABE" checkbox controls more than just whether ABE rules are enforced. The issue you're experiencing is likely something deeper.
