How can you manually add an allowed site?

Hidy ho all,
I have a local site I need to allow manually. Because if I the site doesn't get javascript allowed, it re-directs to an error site saying it needs javascript enabled to run. I can't allow the site via the browser.
So, how does one manually add a site to the white list? Is there a text document I can edit?

NoScript Options > Permissions tab, type your site in "Search or add a web site" and click the + button. Then set it to Trusted if it's not already.

1) NoScript popup, click the icon on the top that looks like this -
Or,
2) Tools > Add-ons Manager > NoScript > Preferences

ok, so my plus button is greyed out. I can't enter anything that way.
However, I did manage to get the site allowed. I had to allow access to all upper level sites. Browse to that site, make the page permissions permenant, then disable that upper level allowance.
Is there a way, to get that plus button to not be greyed out?

It shouldn't be greyed out unless the site you're entering already exists.
