If there is any way you can make it so the list just pops up when I hover my mouse over the icon, that would be great.
I understand this may not be what some (or many) other users would want, so maybe it should be an optional setting?

Currently I have the NoScript icon in the Toolbar. Every time I need to use it, I have to click it and for some reason that extra click is tedious to me.
If there is any way you can make it so the list just pops up when I hover my mouse over the icon, that would be great.

I don't think it's technically possible in WebExtensions.
*Always* check the changelogs BEFORE updating that important software!
