Can't save preset customization settings for TRUSTED tab

I've been struggling to figure out the new noscript interface after updating to FF57 this morning. I think I have my settings where I want them. By default nothing is allowed to run, the same as untrusted. If I set a website to trusted status then only scripting will be enabled. If the website needs other things to be enabled I will turn them on manually using the custom setting.
The problem I'm having is that the global settings for the TRUSTED tab keep resetting. By default a trusted website is allowed to run absolutely everything, I want to restrict that to just scripting and nothing else. But every time I reboot firefox it changes the settings back to allow everything with all boxes checked. Is this a designed feature or is there something wrong with noscript or my browser profile? My custom settings for the DEFAULT and UNTRUSTED tabs did get saved properly.
