[browser issue] Bug::Pop-up window not showing

Repro steps:
1. Move NoScript icon from navigation bar to tab bar by drag&dropping in customization mode.
2. Hide navigation bar by adding "#nav-bar { display: none }" to userChrome.css and restarting Firefox.
3. On any page click on NoScript icon.
4. Nothing happens.

Expectations:
4. Pop-up window open for editing site prefs.

Firefox 57.0.4 (64-bit) for Linux
NoScript 10.1.6.3

Can repro. But is it possible to move URL field out of the navigation bar?
If not, how do you (securely) use a browser without URL field?

I use add-on for vim-like navigation (Vim Vixen).

Before I try to reproduce myself, since you already have everything set up, does the same happen with other WebExtensions?
If this is the case and you feel it's a bug, you should file it on the Firefox bug tracker (and CC me or link the bug report here), thanks.

Oops. Reprodused even with FF's own element "Library". Thanks. Sorry for disturbing.
