[POSSIBLE BUG]Noscript 10 does not fully block JS

Tested on several browsers (existing and new profile), both Windows and Linux.
Noscript 10 does not seem to fully block JS.
Test case:
Noscript 5.x, go to google.com (when it's not whitelisted in any way), you'll get the classic pure HTML page - with black nav bar.
Noscript 10, you get the new white ribbon look.
Also to see if Noscript does the job, open FF 57, about:config, change javascript.enabled to false, restart browser - google page now behaves like 5.x.
Another site to test - Wilders Security Forums (many other similar forum boards actually), with JS off and/or NS 5.x, you get non-JS forum version with correct post frames etc. With scripts controlled via NS 10, the text box is missing, as the site serves a hybrid page that is part JS part server side scripting. Again, verifiable by toggling javascript.enabled on/off via config and checking.
NS 5.x behaves like TRUE no JS blocker when in default mode.
