Where it happens: on every tab, on any website.
How: Enter a new site, open the NS dialog and set it as Trusted. Closing the NS dialog doesn't reload the page, and reloading the page manually produces no change. The site remains blocked (as default).
Errors: No red or blue messages in the console when loading the page the first time nor after reloading. Tested in store.steampowered.com.
I should mention that allowing the whole page temporarily DOES WORK. For now I'm having to rely on that but it also allows scripts I wouldn't enable if I had the choice.

After some more use I can say that sometimes it works without issues. I've not yet figured out why. But I'm still reproducing this issue on some pages.
Sometimes it works fine in private tabs. Sometimes it works fine after temporarily enabling an entire page. I'll post again when I have better reproducibility.

I also have this problem. Temporarily allowing all page works, but allowing individual domains intermittently doesn't work.

Check wether you are on a HTTP or HTTPS connection and try turning off HTTPS-only for HTTP sites (by clicking the green lock next to the url in the NS dialob after allowing).
