I exported all my old settings in a file called NS_Settings from the previous version. Can I import them or do I have to go through the tedious task of doing it all over again for the many many sites I visit?

You would have to use NoScript 5.1.x in Firefox 56, and then upgrade both Firefox and NoScript.
