Is NoScript 10.x broken?

So, I've figured out the unusual interface.

I've got my old whitelist that came over from V5.x

But:

Whether I'm loading a long-trusted forum page, or temporarily allowing a site I'm visiting for the first time, the NoScript "everything blocked" icon is all that will appear and all Java is disabled.

Open the interface and all the permissions are correctly set.

Go to the NoScript settings and "Globally allow" and all the scripts load as normal.

Something seems wrong.
