Does NS5.0.7.1rc1 use nsIContentPolicy?

Hello!
According to Wladimir Palant, nsIContentPolicy causes performance problems with AdBlock Plus: https://bugzilla.mozilla.org/show_bug.cgi?id=1280368#c1
So I wanted to ask:
Does NoScript NS5.0.7.1rc1 use nsIContentPolicy? As far as I understand, according to this page https://noscript.net/abe/users.html, NS uses nsIContentPolicy at least for ABE. Also, barbaz here states NS does use nsIContentPolicy viewtopic.php?p=84506#p84506 but the post was written on Oct 5 2016 so maybe things changed since then?
I guess NoScript WebExtension won't use nsIContentPolicy because nsIContentPolicy API is not part of WE?
Also, bonus question: the latest beta of NoScript initiated preference migration, does that mean the release of NoScript WebExtension is close?
