As far as I know, this is a new occurrence, so MS must have made changes on their end.

Hmmm, if I Alt click the URL on this page I get the same result as you. But if I Alt click the download button on the Microsoft page I get the actual file. Is this what you're getting at? Not being able to download the link from non-Microsoft page? Time for FlashSpoof methinks

Just change your flashgot.redir.generic.rx about:config preference to
