For SeaMonkey the last release is the 2.40.
You can't install NS 2.9.5.1 because you would need SeaMonkey 2.42.

Yep. SeaMonkey team is working on releasing SeaMonkey 2.46 with which NoScript 2.9.5.1 does work.
You can get a pre-release 2.46 from https://ftp.mozilla.org/pub/seamonkey/c ... ned/win32/
I use 2.46 as my everyday browser without problems.
