ABE rules preventing navigating to page in 2.9.5.1

these rules i've had are old but this happens when i try to open a new tab and type in for example twitter.com in the addr bar and hit enter
and it just like, doesn't navigate there. the page doesn't even attempt to load.
that rule didn't cause this issue before
