STR:
Nightly 2016-11-13, NS 2.9.5rc21. Create new profile, install 2.9.5rc21 from AMO, go to options - disable "Automatically reload affected pages when permissions change"
Go to https://twitter.com/ , allow scripts for twitter.com
Result: twitter tab is reloaded
Expected result: twitter tab shouldn't reload

I've just reproduced this bug in 2.9.5rc23, same STR.
