Confusing behavior of scripts blocked notification

SeaMonkey 2.42 (based Firefox 45.1.1), NoScript 2.9.0.14rc1
As you'll know, the menus at the top of the browser window each have a letter underscored, and that letter indicates the access key. When typing Alt + that key, it brings up the corresponding menu.
So, more generally, this usage of an element's access key gives the same result as clicking on the element.
Now, in NoScript's scripts blocked notification, the Options button - which, when clicked, brings up the NoScript menu - has the O underscored, implying that O is the access key. So, Alt+O... brings up NoScript Options??
Apparently the only way to make use of that "access key" is to actually click on the Options button first (then drag out of it so that it isn't clicked), then type O
Can the behavior please be made consistent with every other access key?
